Forty-nine states were represented, mostly Directors, with a total of 408 registrants, including 65 FHWA personnel and representatives from Puerto Rico, England, and the Netherlands.
This meeting focused on F.H.W.A's National Highway Institute Training Study; FHWA's partnering agreement with International Right of Way Association regarding the Right of Way training program; 1999 European Scanning Tour conducted in Norway, Germany, the Netherlands, Great Britain (guest speaker) - Right of Way and Utilities Best Practices; revisions to Code of Federal Regulations; Local Public Agency Program development issues; a consultant workshop.

1999: Annual AASHTO meeting, Tulsa, OK
Presentations were made by:
1. Mike Borelli, Chief, Right of Way Division, Oklahoma, session moderator, presenting
"Right of Way in the Next Millenium".
2. John Garner, Manager, Production and Program Operations, Office of Right of Way, Florida presenting "The Evolution of Quality Assurance in Right of Way".
3. The Technology Fair will be conducted during AASHTO’s annual meeting in Tulsa. - For the first time, the Subcommittee will be sponsoring a booth. John Garner, Manager, Production and Program Operations, Office of Right of Way, Florida will be demonstrating the database system designed by Florida for the Internet for the Outdoor Advertising Program which includes the online Outdoor Advertising sign inventory and account information for permittees and licensees and electronic field equipment for determining sign size, location, height and distance.
1999: Executive Board Meeting, Amelia Island, FL
Purpose: Identify current national Right of Way and Utilities issues to be addressed by the subcommittee, coordinate subcommittee business and plan the upcoming full subcommittee meetings for 1999 and 2000.
1999: Right of Way and Utilities Subcommittee Meeting Colorado Springs, CO
The Annual General Membership Meeting of Right of Way Subcommittee was held May 2-6, 1999. Forty-eight states were represented, mostly Directors, with a total of 276 registrants, including FHWA personnel and representatives from Puerto Rico and Japan.
This meeting focused on the SCOH Strategic Plan Assignment 4-4 and included discussion by the functional team leaders and further refinement of the guidelines and best practices. The SCOH report is expected to be finalized October 2000. Other issues included the involvement of property and business owners in the project development process, current property rights issues, advancement of the appraisal waiver.
1998: AASHTO Meeting, Boston, MA
The Standing Committee on Highways met in Boston, Massachusetts on November 6 and 7 at the annual AASHTO meeting and considered the written annual activity report of the Right of Way and Utility Subcommittee and two resolutions proposed by the subcommittee.
The meeting consisted of presentations and a roundtable discussion of joint development and creative use of highway right of way and surplus property. Presenters included Gerald Solomon, Director, Right of Way Bureau, Massachusetts Department of Transportation; Edward Corcoran, Deputy Commissioner and Chief Counsel for Massachusetts Department of Transportation; Robert Ruzzo, Director of Real Estate Development for the Massachusetts Turnpike Authority; and Michael Sophacles, a partner with the Boston law firm of Choate, Hall & Stewart. The public members gave a public perspective of creating value from public property, with examples from Massachusetts Department of Transportation and Massachusetts Turnpike Authority. Mr. Sophacles, in addition to discussing his involvement as counsel for Massachusetts Turnpike Authority, also discussed the private developer's perspective on negotiating a development on public property. Given the number of concurrent sessions and the time of day, the presentation was well attended, with approximately 30 persons in attendance.
1998: Right of Way Subcommittee Meeting, Williamsburg, VA
The Annual General Membership Meeting of Right of Way Subcommittee was held in Williamsburg, Virginia April 19-23, 1998. Forty-five states were represented, mostly Directors, with a total of 189 registrants, including 28 FHWA personnel, mostly state division Realty Officers.
Key issues included attorney advertisement and solicitation of clients before right of way acquisition; temporary loss of access during construction; appraisal waiver; training needs; customer surveys and metric conversion while the most important emerging issues appear to be changing expectations by citizens, legislature, businesses on the role of the transportation agency (and the Right of Way Offices) as well as the current trend in property rights legislation.
The AASHTO Right of Way Subcommittee meetings have been compiled into proceedings reports annually since 1995. The 1998 report contains a four-year cumulative index.
