The Right of Way & Utility Subcommittee's mission is to assist member agencies with improving the quality of right of way and utilities practices necessary to provide efficient delivery of public transportation projects. The Subcommittee on Right of Way and Utilities continues to pursue opportunities to participate in combined forums with other AASHTO committees and subcommittees in order to improve multi-disciplinary coordination and delivery of transportation projects.

What is the Highway Safety Manual?
The Highway Safety Manual (HSM) introduces a science-based technical approach that takes the guesswork out of safety analysis. The HSM provides tools to conduct quantitative safety analyses, allowing for safety to be quantitatively evaluated alongside other transportation performance measures such as traffi c operations, environmental impacts, and construction costs.
