Membership Directory
Membership of the Right of Way, Utilities, and Outdoor Advertising Control Committee is comprised of the Right of Way and Utilities Directors for each of the 50 state departments of transportation, the District of Columbia, and Puerto Rico. The committee maintains an active partnership with the Federal Highway Administration (FHWA) through continuous dialogue and participation by the FHWA Realty Officers

Becoming a Member
Are you interested in joining the Committee, Technical Subcommittees, or Technical Councils? It’s easy to join, but there are a few steps to follow and a few limitations. The first step to becoming part of an AASHTO group is to make sure that you’ve registered on the AASHTO Website.
Joining the Committee
In order to become a member of the Committee on Right of Way, Utilities, and Outdoor Advertising Control AASHTO will need to receive a confirmation email or letter from your state’s CEO level. This can be mailed or emailed to AASHTO HQ or to Donna Tamburelli (dtamburelli@aashto.org). Each State/Province is allowed one voting member and up to two non-voting members to be on the official Committee roster.
“Friends” of the committee may join as members of industry and academia. Please limit membership to one individual per company or academic institution. In order to become a friend of the committee, please contact the AASHTO Liaison and include a brief statement of rationale for participation in the committee.
Joining Technical Subcommittees and Technical Councils
If you are an employee of a State DOT, you may request to join any technical subcommittee or council. Each state is limited to only one voting member per sub-group, but there may be unlimited non-voting members from DOT’s on each subcommittee or council. If you would like to be a member, please email the Chair of the group for which you would like to join as well as the AASHTO Liaison.
“Friends” of the subcommittees and councils may join as members of industry and academia. Please limit membership to one individual per company or academic institution. In order to become a friend of these committee subgroups, please contact the subgroup Chair as well as the AASHTO Liaison and include a brief statement of rationale for participation in the committee.
If your organization has had a staffing change, please inform your AASHTO liaison so that the list serves can be updated to reflect the most current and involved personnel. For example, if one of the members retires, let the liaison know so that they can be removed and a replacement can be added.
Communicating with Members
Communication is they key to connecting the DOTs! Members, or those who are included within each committee, technical subcommittee, or council, may use the list serve addresses to communicate with each other. In order to use the list you must be a member, friend, ex-officio, or associate member of the group (see membership rules and instructions above). Please only use these lists to solicit or share information that is relevant to the topic of the group. The content of your email should be professional and aligned with the rules of communication within your state. Advertising products and services is prohibited; however, you are welcome to inform your colleagues of relevant resources, conferences, peer exchanges, and things of that nature.
