The Technical Council on Utility Project Scoping, Coordination and SUE (UPSCS) provides a platform for practitioners to collaborate, share, promote, recommend, and develop integrated practices and procedures that manage the risks of utilities in the overall highway project development process. The UPSCS also strives to provide tools for DOTs to utilize when selecting and training internal staff, consultants, and utility owners involved in the Utility Investigation and Coordination Processes. Our efforts include establishing research needs statements, strategies, baseline expectations and performance measures for utility identification, avoidance, and mitigation efforts on highway projects. Members and Friends of the UPSCS Technical Council consist of State DOT Utility and ROW practitioners, SUE professionals, Consultants, Academia, and Federal Highway Administration.
